The Zamboanga del Norte Electric Cooperative (ZANECO) supplies electricity to 30 of the 39 barangays. The other four (4) barangays use solar energy which is under the program of the Department of Energy, while others are using traditional gas lit lamps. Water is supplied to the household with the assistance of the local government units of the barangays, however, seven (7) barangays are managed by the municipal government and they enjoy level I and II services. At present, the LGU is planning to construct additional facilities and rehabilitate existing water systems through the coordination with the Department of Interior and Local Government (DILG) Infrastructure Project, SALINTUBIG. This initiative will help deliver potable water to the households.
Law Enforcement
The Philippine National Police (PNP) Region IX is the one responsible for the safety and security of the community. Municipal PNP is directly monitored by their regional office. They conduct daily checkpoints. With the help of ten (10) barangay tanods assigned in Barangay Venus, safety and security of the community is properly monitored.
Transportation
The main modes of public transport from the municipality to other neighboring cities or municipalities are primarily Rural Transit and local buses. The construction of farm to market roads helps in the improvement in the commercial opportunities in the barangays. From the poblacion to other barangays, transportation takes form of “habal-habal” (motorcycle) and a few local carriers.
Waste Disposal
The sanitary land field for Sergio Osmeña is located at Barangay Venus. Out of 326 households in Barangay Venus, 188 of them have blind drainages for liquid waste disposal and 30 of them have their own septic tanks. For the solid waste disposal, 81% of the households’ wastes are collected by the municipal team, 15% practice garbage composting while the remaning 4% throw their garbages in open dumps. They do not practice waste segregation.
Health Services
In relation to health, Sergio Osmeña has a rural health unit (RHU) that caters to the health needs of the community people. The unit has also become a birthing facility in 2011 facilitating the national policy of facility-based delivery. There are also nine (9) health centers located in the chosen barangays. Barangay Venus has its own Barangay Health Center which is headed by Ms. Esther Camarillo, the public health midwife assigned in the barangay. They conduct once a month scheduled immunization and pre-natal check up. Botika ng bayan is also open everyday. Purchase of medicines in botika ng bayan is cheaper compared to other pharmacies.
